BACKGROUND

Public information disclosure is an obligation of every Public Body and constitutes an essential element of transparent and accountable governance, as well as bureaucratic reform. For the Directorate General of Buddhist Community Guidance, Ministry of Religious Affairs of the Republic of Indonesia, public information disclosure plays a strategic role in ensuring access to information that is accessible, timely, accurate, and accountable, while also encouraging public participation in the formulation, implementation, oversight, and evaluation of government policies.

Public information disclosure should not merely be understood as the provision of information to the public, but also as an integral part of government accountability. The provision of valid, up-to-date, and official information is expected to strengthen public trust, prevent misinformation, and help counter the dissemination of false information and hoaxes.

The implementation of public information disclosure must be supported by sound data governance in accordance with the principles of One Data Indonesia (Satu Data Indonesia), as stipulated in Presidential Regulation Number 39 of 2019 concerning One Data Indonesia. This policy provides the foundation for ensuring the quality of government data through the implementation of data standards, metadata, data interoperability, and the use of reference codes and/or master data.

Within the Ministry of Religious Affairs, these principles are further strengthened through Regulation of the Minister of Religious Affairs Number 7 of 2026 concerning One Data of the Ministry of Religious Affairs (Satu Data Kementerian Agama). The implementation of One Data of the Ministry of Religious Affairs is intended to produce data that are accurate, up-to-date, integrated, accountable, accessible, and shareable, thereby supporting more effective and data-driven planning, implementation, evaluation, and oversight of development in the field of religious affairs.

In addition to data governance, the implementation of public information disclosure within the Ministry of Religious Affairs is reinforced through Decree of the Minister of Religious Affairs Number 1518 of 2025 concerning Information and Documentation Management within the Ministry of Religious Affairs. This regulation serves as part of the institutional framework for information and documentation management in support of public information disclosure within the Ministry of Religious Affairs.

Accordingly, data management within the Directorate General of Buddhist Community Guidance constitutes an integral part of the implementation of One Data Indonesia, One Data of the Ministry of Religious Affairs, and Public Information Disclosure. Data must be managed in a standardized, integrated, consistent, and sustainable manner and made available for shared use in accordance with applicable authorities and laws and regulations. Such governance also strengthens the utilization of data as a basis for planning, policymaking, performance evaluation, public service delivery, and the provision of information to the public.

The legal and regulatory framework governing public information disclosure and data governance includes:

1. Law Number 14 of 2008 concerning Public Information Disclosure;

2. Government Regulation Number 61 of 2010 concerning the Implementation of Law Number 14 of 2008 concerning Public Information Disclosure;

3. Supreme Court Regulation Number 2 of 2011 concerning Procedures for the Settlement of Public Information Disputes in Court;

4. Central Information Commission Regulation Number 1 of 2021 concerning Public Information Service Standards;

5. Presidential Regulation Number 39 of 2019 concerning One Data Indonesia;

6. Regulation of the Minister of Religious Affairs Number 7 of 2026 concerning One Data of the Ministry of Religious Affairs; and

7. Decree of the Minister of Religious Affairs Number 1518 of 2025 concerning Information and Documentation Management within the Ministry of Religious Affairs.

 

These regulations provide the legal foundation for safeguarding the public's right to access public information while establishing high-quality government data and information governance. The availability of open, accurate, integrated, and accountable data and information is expected to enhance public participation, strengthen public oversight, and support more effective and well-targeted policymaking.

In line with ongoing digital transformation, an integrated digital platform is required to facilitate the collection, management, presentation, utilization, and dissemination of data and information. To this end, the Data Portal of the Directorate General of Buddhist Community Guidance has been developed as an integrated platform and a single gateway (one-gate system) for the management and presentation of data within the Directorate General of Buddhist Community Guidance.

The Data Portal of the Directorate General of Buddhist Community Guidance is expected to serve as an instrument supporting the implementation of One Data Indonesia, One Data of the Ministry of Religious Affairs, and Public Information Disclosure, while also functioning as an integrated and authoritative data reference for leadership, organizational units, stakeholders, and the public. Through this portal, the provision and utilization of data are expected to become more effective, efficient, transparent, accountable, standardized, and sustainable, thereby supporting increasingly data-driven policies and improved public services for Buddhist communities throughout Indonesia.
